do-release-upgrade manpage should be in -core with the binary

Binary package hint: update-manager

The manpage for do-release-upgrade is in 'update-manager' package, but it should be in 'update-manager-core' where the script is. Server installations don't currently have the manpage, and that should be corrected by moving it to -core.
