Debian made the decision to replace the stable 0.22 opensync with the completely unstable and unreleased branch, so it's a distro bug rather than a synce-sync-engine bug. I believe 0.22 has been reinstated in debian.

Use the PPA at https://launchpad.net/~opensync/+archive/opensync-0.22

#1 Thank You for providing the ppa. It helped me to get the opensync-plugin-synce package installed on Ubunto 11.10.

msynctool --listplugins does now show synce-opensync-plugin.

BUT: Now the opensync-plugin-evolution package cannot be installed anymore. The version 0.22 is dependend from other packages, that are no longer available because the existing versions are newer then the required.

"Die folgenden Pakete haben unerfüllte Abhängigkeiten:
 opensync-plugin-evolution : Hängt ab von: libebook1.2-9 (>= 2.30.3) ist aber nicht installierbar
                             Hängt ab von: libecal1.2-7 (>= 2.30.3) ist aber nicht installierbar
                             Hängt ab von: libedata-book1.2-2 (>= 2.30.3) ist aber nicht installierbar
                             Hängt ab von: libedata-cal1.2-7 (>= 2.30.3) ist aber nicht installierbar
                             Hängt ab von: libedataserver1.2-13 (>= 2.30.3) ist aber nicht installierbar
E: Probleme können nicht korrigiert werden, Sie haben zurückgehaltene defekte Pakete."

It means that the listed packages have unfulfilled dependencies.

After spending several hours to get the evolution sync with a windows mobile 6.1 device work I now have to surrender. I am wondering that there are not just one or two but many many installation bugs and that there is no solution from Ubunto for more than one year. I am happy about solution #1. It seems that it worked for a while but is now outdated due to dependencies to packages that are no longer available. BUT that was just a workaround for the moment. And not many people even knew that this solution existed. That workaround helped to get the time for an official Ubuntu solution. Unfortunately this time was not used and the status is still "Confirmed".

I still don't know if the opensync solution works with evolution 3 due to the installation problems. But I recommend to increase the release test resources and at least test if a package is installable.
