Thunderbird does not handle localized paths when sending attachments using 'sendto' in Ubuntu

Thunderbird should send a mail with attachments under paths with localized characters (in this case "Slovak") after selecting the files and the context menu "Send to.. " target "E-mail".

Instead of that I am receiving the error message:

Sending of message failed.
Unable to open the temporary file /home/user/Obr%C3%A1zky/Misc/picture.png. Check your 'Temporary Directory' setting.

I googled around and found a bug #402076 which is in status "Won't Fix" due to no support of Thunderbird 3.0+ in LP(?). Is there a way how to get this fix done? It is obviously still present in 3.1.7 (!)
