Thanks for reporting this bug and helping to make Ubuntu better.

From the dmesg, it looks as though bind9 failed to start because apparmor prevented it from reading a configuration file in a custom location: /var/lib/named/etc/bind/named.conf. If you want to use that location, you'll need to edit the apparmor configuration. You'll probably want to add something like:

  /var/lib/named/etc/bind/** r,

to the file /etc/apparmor.d/usr.sbin.named. Please let us know if that succeeds.
