the chat/mission windows get dragged by the mouse even when there is no mouse click

Bug Description
This bug might be related to 691045
Let's assume one of the window has the bar shape.
I click on it and try to drag it quickly towards the bottom of the page. Then the window gets stuck in the middle (see bug 691045
). I release the mouse button.
If the mouse rolls over the bar, it starts to drag it again even though I'm not clicking on the button.
