Mono: provide '�' fixed-width U+FFFD replacement character

Bug Description

The U+FFFD REPLACEMENT CHARACTER is used for rendering all sorts of gibberish/corrupt input to the screen, at the moment substitution brings in a general square proportioned symbol from another font.

Ideally this codepoint should be furnished with a form that fits the 560 bounding box.

Marking Fix Released. A correct width U+FFFD was drawn and included Amélie Bonet in alpha R21, supplied on 2011-02-15 11:00.
