Binary package hint: devscripts
For example, the nipy package has a changelog:
nipy (0.1.2+
running dch -i on this adds an entry for:
nipy (0.1.2+
but it's much more likely that the new version will include a change substantial enough to warrant a 0ubuntu1 tag. This should be the default for dch -i so that it usually does the right thing. Perhaps another option could be added or repurposed to increment the build number in the rare case of a no-change upload.

I asked Barry to file this. We actually already have dch -R in case of a no change rebuild, so I would think dch -i should give the proper version for an upload with a change. I just confirmed this in a natty chroot with devscripts 2.10.69ubuntu1, so I'm marking this Triaged.
