Long names on the People list break style

Long names on the People list have ugly wrap-around.

totally...should do ... if too long and have the long name in the title
attribute.

The maximum length of a name is 18 em. Anything longer than that needs to be truncated.

The maximum length of the name will be shorter if the item needs to hold more than 6 icons.

Not sure if the substr parsed php function is available yet. Didn't seem to work for me. For now I added a truncate function in the ppl_dev class.
