Alt upgrade does not respect "Don't use Internet" option.

Bug Description

Binary package hint: update-manager

While trying to upgrade from Ubuntu 10.04 (amd64) to 10.10 using a mounted Alt iso, I was prompted with the question: "Include latest updates from the Internet?", to which I picked 'No'. (Slow connection, would rather download the updates overnight.) Shortly after selecting 'No', I'm told that I will have to download a total 943M. (On the "Do you want to start the upgrade?" screen.)

Why am I being told (and forced) to download the updates when I specifically selected not to use the Internet connection?

You indicate that you have a slow internet connection, but your video showed that is was downloading quite fast (or did you remove a part?), are you sure that it is not just grabbing the update from your CD?
I could image that the message telling you that 943M needs to be downloaded, is intended as '943M needs to be grabbed' (from either the internet or the CD).
If this is the case, the message might need to be adjusted, though

It's been a while since I've looked at this. The download speed presented is not consistent with downloading files off a CD. (Also, how is it getting 943M from a 700M CD? (perhaps compression, but I doubt it))

Now it could be a wording issue, but 130kB/s is fairly consistent with the T1 connection that was present at the time of this report. I'm also not sure if the 2 hours remaining was for the download, or the entire upgrade. I suppose I should have done a packet capture to see if it was indeed heading out to grab a few files or not.
