Unversioned conflict between icedtea-plugin and icedtea6-plugin making transitional icedtea6-plugin uninstallable

Bug Description

In natty, icedtea-plugin replaces icedtea6-plugin and so conflicts against icedtea6-plugin.
The issue is that the conflict isn't versioned making icedtea6-plugin, now a transitional package, impossible to install.

The conflict should be versioned so that it only occurs for pre-transitional versions of icedtea6-plugin.

This bug affected all (Ed|K)Ubuntu DVD builds as icedtea6-plugin was directly seeded and the conflict would make the build to fail.
The seeds have been updated to use icedtea-plugin instead but the conflict issue should still be fixed.
