Official tag lists shows "{count}" rather than a number on +manage-official-tags

For some tags shown in the official bug tags list, there is a number beside the tag. Beside others the word "{count}" appears.

I believe this is a regression based on Brian's recent work to manage official tags for bug supervisors.

Actually, I think the {count} ones are actually tags for which there are 0 open bug reports.

At least that is the case with bugjam2010 and qa-needstesting and project in the description.

A cursory inspection of get_bug_tags_open_count in lib/lp/bugs/model/bug.py seems to indicate that the results of an SQL query are just returned so perhaps that would return {count}?

I ran locally reverting Brian's rev, so it's not a regression. Bad assumption on my part, sorry. Surprising that no one has reported a bug about this yet. It's actually a stupid js mistake. Branch forthcoming since it's a trivial fix.
