mailing list implies it is available

When a list is created, user can subscribe and send email to it before setup is complete. The mailing list page will state that the list is being setup, but the team page implies everything is complete.

It occurs. There *may* be a timing issue here:
Email arrived at:

But folks able to receive the email weren't added until 20:40.

mailman-Lp sync operations are randomly batched. The operation often takes 10 minutes to complete.

The log implies that someone reactivated the list and that all the subscribers had to be setup again. I do not have permission to see if there are any messages held messages.

 * The list had just been created,
 * A member subscribed and sent an email within a couple of minutes, so at that point there were no other subscribed members which would receive the message (no recipients),
 * After another couple of minutes I (the list owner) subscribed to the list as well.

The problems were:
 * That an approval was required, and
 * That that first message doesn't show up in the list archive.

Of course we can easily resend the message, it's not a problem for us, just trying to give whatever feedback we can to help in making launchpad better.

Having the approval required *could* make sense if the person sending it was not yet a member of the team or mailing list.

Not showing up in the archive, *could* make sense if the message was sent before Mailman had actually recreated the list.
