scipy.weave.inline requires python-dev to be installed

[Impact]
scipy.weave.inline provided by python-scipy requires python-dev to be installed. If python-dev is not installed any script using scipy.weave.inline, the compilation fails. The first error relates to not being able to find Python.h.
[Development Fix]
Added python-dev and python-imaging to Recommends in control.
Added python-dev since python.h was not found.
Added python-imaging because Python was unable to import the imread module from scipy.misc, even if it's defined in /usr/lib/python2.6/dist-packages/scipy/misc/pilutil.py

Same as the development fix

Accepted python-scipy into oneiric-proposed. The package will build now and be available at http://launchpad.net/ubuntu/+source/python-scipy/0.9.0+dfsg1-1ubuntu0.1 in a few hours, and then in the -proposed repository.
