Drawing flowed text does not snap to grid

Bug Description
When I drag the mouse to create a flowed text area, it does not snap to grid. I need to draw the shape first and then then resizing it will make it snap.

Snapping when dragging the frame for flowed text works with rev. 9810 (i.e. the fix for bug #167215 also solved this issue).
