Rationale for update:
Since the last update of espeak in maverickk, the intonation of the speech output is terribly inaccurate when encountering punctuation in text. Upstream forgot to update the intonation data with the last update made available.
The only change in this update is the intonation data itself. Unfortunately it is a binary file, so a diff representation is not possible. The correct intonation data has been made available, and after a couple of days of testing, I do not notice any other inconsistancies or oddities with espeak's behavior.

* Update the intonation data to correctly match the voice data from the
previous espeak release (LP: #644111)
* Rebuild orig tarball to include updated intonation data, as dpkg-source
being used by soyuz seems to error out when attempting to unpack a v3
quilt format package with a binary file included in the debian tarball
