Ian, thank you for taking the time to report this bug and helping to make Ubuntu better. The issue that you reported is one that should be reproducible with the live environment of the Desktop CD of the development release - Maverick Meerkat. It would help us greatly if you could test with it so we can work on getting it fixed in the next release of Ubuntu. The error generated in the log is:

debconf: DbDriver "config": /var/cache/debconf/config.dat is locked by another process: Resource temporarily unavailable

I'm pretty sure this isn't Wine-specific, but I don't know what might have caused it.

Scott Ritchie, this is caused by interrupted previous dpkg run. Reboot should help. I think it can be closed as invalid.
