The Ubuntu Sans character set does not include Vietnamese.

What you are seeing are substitute glyphs.

We would like to expand the character set coverage of the Ubuntu font to
include Vietnamese (and many other languages and scripts) but the
initial scope is defined already. Our plan for additional scripts is
sketchy, but roughly equates to finding a passionate young professional
fontographer and arranging an internship for them to attempt to handle
their language / script. But that is not something we can focus on right
now, so I'm setting the importance to low.
