please add an amqp client dependency

We'd like to be able to use rabbit to do stuff. python-amqplib appears to be a packaged amqp client that we can use. There is also a twisted implementation we can added when we get around to needing a twisted client.

U1 and Landscape are apparently both using txAMQP, for both twisted
and non-twisted applications using a wrapper. If there is a good
reason for this, we should too.

Robert wants to use the Ubuntu package rather than buildout so reverting from my branch.

python-amqplib isn't in Hardy. 0.6.1 needs to be back ported and added to the relevant archives so IS can install it in the data center. It might already exist in the magic archives for other Canonical projects.
