nscd fails to start due to the fact that directory /var/run/nscd is missing

Bug Description
Hello,
On edgy as of the date of this posting it seems that directory /var/run/nscd is deleted on each boot or shutdown. nscd fails to start if this directory is missing. If I create the directory manually after the system is booted and run "/etc/init.d/nscd start", it'll work again. Perhaps the directory should be created in the init script if it's missing.

This bug is open for 1 month now and already has 2 duplicates. Could somebody at least set this to "Confirmed"?
BTW: The directory is not deleted but /var/run is a tmpfs now.
