Bug Description

Binary package hint: ubuntuone-client

Folder doesn't connect to my online account. Does not send uploads or receive downloads. This was an existing account that I signed up for probably 6 months before I actually used the application

1) 9.10
2) 1.0.3-0ubuntu1 0
        500 http://us.archive.ubuntu.com karmic-updates/main Packages
        100 /var/lib/dpkg/status

3) I click Connect... I expect a file to download from the online server to my computer
  and one to upload from my computer to the server.

4) Bar spins continuously (no uploading or downloading )

I am sorry to hear that Ubuntu One is not working for you. It seems like you may be experiencing bug 509740. Can you please try the following & advise if this resolves your issue:
1. Quit the Ubuntu One client
2. Delete the file: ~/.config/ubuntuone/syncdaemon.conf
    (If using Nautilus, make sure you do a Ctrl-H to view hidden files when in your home directory)
3. Start the Ubuntu One client
