test_import_tariff doesn't respect BZR_PLUGINS_AT not BZR_DISABLE_PLUGINS

I ran into the problem while fixing bug #595584.

I had a fix available in my ${HOME}/.bazaar/loom and was using the following command to reproduce the failure:

BZR_PLUGIN_PATH=-site BZR_PLUGINS_AT=loom@${HOME}/src/PLUGINS/loom/bugs/595563-switch-directory ./bzr selftest tariff

the 595563-switch-directory branch didn't have the fix.

The test passed because test_import_tariff didn't propagate the BZR_PLUGINS_AT env var to the subprocess.

I'll submit a fix asap
