please remove 'timeout' from Maverick

Bug Description

debian dropped 'timeout', which is now shipped within 'coreutils' (with a -too- simple Conflicts).
we have both, so all packages with a build-dep on 'timeout' are unbuildable.

'coreutils' should probably provide a dummy upgrade package to prevent unneeded FTBFS.

AIUI, Debian just removed the timeout binary from its archive rather than creating a 0.19-2 tct source that doesn't ship the timeout binary. Not sure why they did that, but this should be fixed in Debian and sync'd to maverick. I am going to unsubscribe ubuntu-archive for now. If this is an emergency, we can remove the binary temporarily, with the understanding that a fixed source is forthcoming.

This is actually holding up the chromium-browser build for maverick, which is security relevant.
