Binary package hint: lxappearance

lxappearance applet contains no controls to control anti-aliasing and hinting settings. All other ***-desktop packages can control it via GUI, so it should too.

   - Bump build-depends on libgtk2.0-dev (>= 2.12) and libglib2.0-dev (>= 2.18).
   - Wrap depends and build-depends.

   - Install apport hook only on Ubuntu.
   - Replace autoreconf call by --with autoreconf.
