Bug Description
- hung package installer (version available via pkg installer) (I may have shut down mid dl / install due to crash) wouldn't install anything else / uninstall etc. downloaded package from website and reinstalled with that - seems fine now (?)

This error (inconsistent state is usually due to an interrupted installation which seems to be your case) You can workaround it by reinstalling the package before removing it. Open a terminal and run:
$ sudo apt-get install --reinstall geda-symbols
Then try to remove it again. Tell us if it fixes you problem.
