dialogues don't focus on working document

Bug Description

When working on several documents, dialogues that open as seperate window (outline and distribute for example) don't focus on the selected document, but keep their focus on the document that initiated the dialogue. It is very annoying and can cause frustration, wondering why distributing doesn't work, while it does, but on another document. Also, clicking on the dialogue makes you switch to the document in which you started the dialogue, while it actually should focus on the new document.

It would be great if these dialogues would dynamically follow the selected, working document, like Open Office does.

In Inkscape 0.47+devel (r9450) using docked dialogs as default but detaching individual dialogs and working with multiple windows within the same Inkscape-Instance is even more confusing now:
- multiple instances of the dialogs are created
- detached dialogs still mirror data from the current document in all opened dialogs for other windows (Fill&Stroke for example), this was fixed for the docked state of the dialogs (bug #270623, bug #427514)
- some dialogs appear to be attached to the wrong window (raising it when activated) but are effective in the one they were opened from

I believe this issue should be solved by recent commits (bug #525597, bug #1042500, bug #1042508).
All floating dialogs should now act on the current active window.
There should be no mirroring of data.

This has still happened to me with more recent trunk than the revisions mentioned in the linked reports (IIRC last time it was with the 'Swatches' dialog, while testing for the new border options) when working with multiple document documents opened from within the same inkscape session. With the Quartz backend of GTK+, the detached dialog even prevented other (docked) dialogs in a different window from opening. Precise 'steps to reproduce' don't seem to be consistent (I'll reopen the report if it happens again consistently).

"Fix released?" I'm still having this exact same problem with 0.92.1 r15371.

Multiple documents open, dialogs undocked on other monitor. When I click on one of the dialogs, the first document comes to the front.
