Please change CONFIG_SND_HDA_INPUT_BEEP_MODE to 0

Bug Description

As discussed in the kernel configuration review session at UDS-M, we should alter the default CONFIG_SND_HDA_INPUT_BEEP_MODE value to be 0 (disabled by default) so that "annoying beeps go away". Note that this value is runtime configurable via sysfs, so there is negligible impact for a11y context (assuming that the a11y bits to toggle it are in place).

This is not runtime configurable as claimed. /sys/module/snd_hda_intel/parameters/beep_mode is read-only (mode 444); the parameter can only be set at module load time.

(And did we really need to throw up _another_ roadblock for people who actually want a system beep, when there are already a half-dozen other things that need to be reconfigured or even recompiled before the speaker will emit so much as a whimper? See bug 486154.)

So we circled back to #486154 again! The broken beep problem came back, see # 1599599
