Bug Description
The current kernel build infrastructure fails at the d-i udeb package building stage if no module interdependencies are found. This occurs when all required modules are statically built into the kernel.
The error occurs in kernel-wedge copy-modules because it assumes by default that there should be at least some module interdependencies, and there must be an error otherwise. It is possible to disable this check by touching a file called 'no-modules' in the right location during the build process. Our build rules should do this to prevent the error from occurring.
