Allow reference manual subsections

Bug Description

Per Nat's note below, allow an extra nesting of sections in the hierarchy. Feel free to just allow one more nesting, or allow infinite nesting. Also, feel free to revisit any of the code there...some was originally written by me and could use a little improvement.

As it stands now, in order to add information for each category for multiple locations, they would have to add a page, repeating lots of information and making the list extremely long. Is it possible to give them the option to have sub pages?"

It turns out that the customization products override the default "folder addables" adapter,
which means that we have to update them as well in order to surface this part of the new
behavior.

I have committed the fix for the OSI customization. Please test the Eurasia
version of the patch on your Eurasia buildout and commit there.

Fine by me. We can do an update whenever is comfortable for our schedule.
