GNOME Panel Keeps Removing Shutdown Menu

Running Ubuntu 10.04 Desktop 64bit RC (Fully updated as of 05-04-2009).

My Gnome panel keeps on removing the "shutdown menu" on the far right.

Deleting this folder:
/home/lonnie/.gnome2/panel2.d

brings it back after reboot, but this is the 2nd time I've had to do this.

I really think the System menu should still also offer shutdown options (there too) as it did in Ubuntu 7.04.

In my case the shutdown menu button isn't fully removed - I see left half of the button, and the right one is hidden by a blank panel, just like the last letter of your username on the screenshot. But I suppose it's the same issue - the button is not fully hidden because I've got a shorter username. I'll post a screenshot when I encounter this problem again.
Changing theme helps. Btw I had this with Ambiance and Radiance.
Ubuntu 10.04 Desktop amd64.

I've read the discussion of bug 439448 and looked through it's duplicates. The issue I've encountered is definitely the same as described in this comment https://bugs.launchpad.net/ubuntu/+source/gnome-panel/+bug/439448/comments/56 and following bugs:
bug 544048
bug 564849
bug 570664
bug 570959

However, most comments from bug 439448 describe the situation as one icon missing and a duplicate of another icon is in it's place. Maybe there are two different bugs?

Btw, I've upgraded from karmic - never had this problem with it (used Human theme).

It might be helpful to mention, that I *upgraded* from 9.10 to "install" 10.04. You see, perhaps this is an upgrade issue. Is anyone experiencing this behaviour on a fresh install?

Even in the past, it seems every time I've upgraded to a newer release of Ubuntu, the gnome-panel gets screwed up in some way to where I have to delete the "/home/lonnie/.gconf/apps/panel" folder and reboot (which creates a new default gnome panel).

Deleting this folder resolves the issue for maybe a reboot or two (without losing any quick-launchers or panel-additions):
/home/username/.gnome2/panel2.d

However, ultimately, to prevent the problem from coming back, I've had to delete this folder and reboot:
/home/username/.gconf/apps/panel

This works, but I wouldn't consider it a "fix", because in doing this, the user loses all "previously created" quick-launchers and panel-additions, and are left with at clean default gnome-panel.

Again, I think this issue only happens after an upgrade, but this should be confirmed.

I spoke too soon in the comment above!

It turns out that deleting the "/home/username/.gconf/apps/panel" folder didn't prevent the bug from coming back. So you are better off just deleting the "/home/username/.gnome2/panel2.d" folder instead, because both are only temporary, yet the later preserves your quick-launchers and panel-additions.

My laptop froze due to a power surge today. When I hard rebooted it, the panel came up looking like this (see attachment).
