On a clean installation, I did the following:
root@famzahpc:~# nvidia-xconfig
WARNING: Unable to locate/open X configuration file.
sh: pkg-config: not found
New X configuration file written to '/etc/X11/

It seems that "nvidia-xconfig" depends on "pkg-config". Fixed and confirmed by:
root@famzahpc:~# apt-get install pkg-config
root@famzahpc:~# rm /etc/X11/xorg.conf*
root@famzahpc:~# nvidia-xconfig
WARNING: Unable to locate/open X configuration file.
New X configuration file written to '/etc/X11/
No more "sh: pkg-config: not found".
