varnish daemon should not start by default

Bug Description

Binary package hint: varnish

As with other daemons similar to varnish, there should be an option in /etc/default/varnish to enable or disable the varnish daemon from starting.

This option should be disabled by default.

See e.g. pound.

Varnish 2.1.3-2 has been uploaded to Debian, and contains a fix for this issue.

Chances are, it'll be available for Ubuntu quite soon.
