On languages without a team, direct translators to the info page on how to create a team

Bug Description

Since we changed the translations policy of the Ubuntu project to Restricted, we've had several requests to create new Ubuntu translation teams.

These requests go mostly through either personal e-mail or through an e-mail to all members of the Ubuntu Translations Coordinators team.

That's probably due to the fact that going to the https://translations.launchpad.net/ubuntu/lucid/+lang/$LANGCODE page for a language without a team, translators are presented with the following text, including a link to the ubuntu-translations-coordinators page in LP:

"There is no team to manage Ubuntu translations to $LANGUAGE. To set one up, please get in touch with Ubuntu Translations Coordinators."

When we receive a personal e-mail, we forward it to the list and direct the translators to https://wiki.ubuntu.com/Translations/KnowledgeBase/StartingTeam and to file a request at https://answers.launchpad.net/ubuntu-translations/+addquestion

It would be much easier to have the Launchpad page have a link to https://answers.launchpad.net/ubuntu-translations/+addquestion instead of to ubuntu-translations-coordinators, and if it's not too much clutter, even having a link to https://wiki.ubuntu.com/Translations/KnowledgeBase/StartingTeam, which would save us having to point them out to that page every time.

Here's a proposal for an alternative text (using wiki syntax for the sake of simplicity):

"There is no team to manage Ubuntu translations to $LANGUAGE. To set one up, please [[https://wiki.ubuntu.com/Translations/KnowledgeBase/StartingTeam | follow the instructions]] and [[https://answers.launchpad.net/ubuntu-translations/+addquestion | file a support request]].

If you've got any questions, please get in touch with the [[https://launchpad.net/~ubuntu-translations-coordinators | Ubuntu Translations Coordinators]]"

I don't have a problem with special-casing Ubuntu text, though that should be clearly separated out (well, ideally, we'd provide a "no_team_html" on translation group that you could set, and display that instead). However, as a mean-time solution, have you considered changing the Ubuntu Translations Coordinators team description to include the above paragraph?
