libpam0g fails to install on upgrade from 8.04 to 8.10

Bug Description

using update-manager to upgrade from 8.04 to 8.10 (ie libpam 1.0.1-4ubuntu5.6 ). Not sure what version it came from as it shows as 1.0.1-4ubuntu5.6

Could not install 'libpam0g'

The upgrade will continue but the 'libpam0g' package may be in a not working state. Please consider submitting a bug report about it.

hmm
looks like the bug is actually here, but it is in no way tagged with 'pam' which is the package where things actually break(???) how do we fix this ...

A number of different packages break; still, the bug is in debconf, not in the pam package. Reassigning.
