Yelp does not use the localized values from the /usr/share/
To reproduce:
Open
yelp ghelp:windows#
You should see in the My Computer section links to "Control Panel" and "Printers and Faxes", hover on these and you see "Read the definition for '%s'" in English, where %s is the localized names of Control Panel and Printers and Faxes.
This string is translated in the mentioned xml file for Hungarian, yet I see it untranslated both on Karmic and Lucid. Also, the string "My Computer" is between quote tags in the source[1], the string telling what quote characters to use is translated in the same file, yet I see it between English quotes:
“Sajátgép” instead of „Sajátgép”

Addin a simple note to this. If you open Empathy help, and look at some of its topics, you will see some ofh section title not translated. Those titles are taken from the same l10n.xml file.
