I dont know the exact package responsible for this but I can confirm this happened to me today and a reboot solved the problem for me.

hello. I had this problem. I tried to open Packages Manager Synaptic and it dont open too, but it said to enter in console this command: « sudo dpkg --configure -a ». It was what I did and the software center was all right again.
