While update-manager is downloading packages the window can't be changed into another workspace.

Bug Description
While update-manager is downloading and installing new software, it has two windows, one is "hide". When you right-click on the panel and click "Move to workspace 2..." it only moves the "hide" window and the "downloading" or "installing" windows moves a micro-second and then comes to the same place again.
