gdm disable_user_list does not display login banner

Binary package hint: gdm
When you add a login banner to gdm via:
sudo -u gdm gconftool-2 -s /apps/gdm/
sudo -u gdm gconftool-2 -s /apps/gdm/
sudo -u gdm gconftool-2 -s /apps/gdm/
The banner displays fine. However, if you also disable the user list the banner is no longer displayed:
sudo -u gdm gconftool-2 -s /apps/gdm/
Occurs in 9.10 Desktop and Netbook remix.

I expected the banner to display even if the user list does not display. This is a corporate setting and both settings are required
