All indicators should be in one menu

Bug Description
When clicking on an icon on the indicator applet it brings up it's menu. Then moving the mouse along brings up the menu of the next icon and so forth. However Moving to an icon which is not part of the same "set" will not allow you to move onto that icon's menu. Not a bug as much. But it seems to lack, the polished, or finished look the OS should have by the LTS milestone.
