Bug Description

Just like adding users, this would give an easy way to batch-add groups.

This is important for setting up controlled groups or invite only groups where each member needs to be searched for to join the group.

Setting up Controlled groups are important for assessing students work.

    Add page for Group CSV Uploads

    You can now use the web API service for groups to upload
    a CSV file to create and update groups

    The new page is below, and gives all the details about the format
    /admin/groups/uploadcsv.php
