Fallback should try to use icons with -panel suffix first, just as indicator-application does

Bug Description

Binary package hint: indicator-application

The indicator-application service tries to load a icon with -panel suffix before falling back to the original icon name. Fallback doesn't do this so some applications (like for example rhythmbox) use wrong icon when user removes the Indicator Applet. See the attached screenshot.
