As far as I can see, Gwibber is completely translated to German on Launchpad. See:

But I admit, there are still some strings in the application like »Social broadcast messages« or »Send«, which are displayed in English. But right now I just can't find the reason for this as all strings are translated. Does anyone know how to fix this?

You probably see bug #538981 and bug #538987 - there were some others, that are already fixed, but their translations didn't make it yet into the langpacks, like the "Social broadcast messages" one.

While this is a valid bug, it is a consequence of either the bugs Gabor is pointing out or the translations not yet having made it to the language packs, thus I'm marking it as a duplicate.
