NetBeans default install should have working Javadocs "Javadoc not found"

Binary package hint: netbeans
After a fresh install of Ubuntu and netbeans via "Ubuntu Software Center", NetBeans Javadocs should work perfectly out of the box. Auto complete, tool tips, etc... Everything gives this error when looking at the Javadoc auto help drop down:
Javadoc not found. Either Javadoc documentation for this item does not exist or you have not added specified Javadoc in the Java Platform Manager or the Library Manager.
I just wanted this to work out of the box.
