[Freeze Exception] Over quota notification missing from ubuntuone-preferences

ubuntuone-preferences needs to show a little message, change the style of the quota bar to alert the user of their over-quota status, and guide them on how to resolve (probably link to the website for upgrade and/or direct to remove data from syncing). Without this change, users will not know they are over their quota via the desktop (web UI only) and will likely be confused about why their account is no longer syncing files.

This only affects the U1 preferences window, right? Approved, please go ahead (doc team already said that they don't have screenshots for this, and certainly not for the special case of over-quota)

The linked branch adds these overquota notifications, as well as adding an 'account type' label and two or three link buttons to the account tab. Hopefully this is OK within the scope of this bug, especially given that no screenshots exist for this at this time.
