ICNS 2D doesn't work in parallel for p > 2

Bug Description

Strange ghost point related bug for all ICNS demos. Creates artifacts on all shared boundaries.

In order to reproduce the error, run ucsolver/icns/bench2D with more then 2 processes.

When did this bug appear? You have been able to run 3D cylinder flow without problems, right? Or does this concern a specific branch? Unstable?

Yes, this only concerns the unstable branch (which uses the "trunk"/tip
DOLFIN).

It's unicorn-unstable for dolfin-tip. The bug has been fixed and
reappared several times since last fall. It affects _all_ unicorn solvers
running more then 2 processes. I have no idea what the problem could be,
it might even be a serious bug in dolfin.
