"Apply System-Wide..." button should not have ellipsis

Bug Description
Binary package hint: language-selector
When starting up language-selector, there is a "Apply sistem-wide..." button to use "the same language choice for startup and the login screen".
When I see the ellipsis in the button's description, I expect to see a dialog opening up, as per the general convention.
However, it seems that what this button does is just apply the settings without furter info or required user input, so I think the ellipsis should simply be removed from the button's label.
