show notification when software is installed if software center is closed before installation finishes

Bug Description
If a user closes the software-center interface while operations are still in progress, a notification should be shown when all operations are completed.
However, if the window has not been closed, a notification is not needed and should not be shown.

This is partially fixed in 12.04 beta: the launcher icon of the new app has a progress bar, and wiggles when it is finished installing.
But if "new applications in launcher" is unticked in USC, there is no sign that the installation is finished if USC is closed.
