cannot right click panel and open "Add to panel"

Bug Description

I installed UNR 9.10 on my netbook "Point of View mobii" yesterday. Unfortunately I am unable to add new applets to the panel, because I cannot right click the panel and choose "Add to panel". The panel is full with applets already, such that I can only right click those.

As a workaround I removed window-picker-applet from the panel. After that I was able to get to "Add to panel". However, now I have problems adding window-picker-applet back to the panel since I cannot find it among the applets. Also I think that there should be an easier way to get to "Add to panel".

Update: The problem described is not UNR specific I guess, but it becomes apparent due to the window-picker-applet that fills all the panel width and makes it impossible to access the panel itself. I think it would be great to find a solution here for the sake of usability. For me it took almost an hour to play around with the panel.

Also I discovered the applet among the other applets. It is called "Fensterwähler" in German.

My workaround:
- in gconf-editor, set /apps/panel/toplevels/top_panel/enable_buttons to 'true'; you can also do it in a shell like this:

    gconftool-2 --type bool --set /apps/panel/toplevels/top_panel/enable_buttons true

- now you'll get hiding handles on both sides; right-click on these to get the panel's context menu
- you can now hide the handles via the "Properties" option of the context menu, or in a shell with the above line, just use 'false' instead of 'true'.

In Lucid, you can access the menu, but the option "Add to Panel" will be grayed out. This is a consequence of how netbook defaults are implemented. See e.g.
