I am not able to install or to update/upgrade packages. I am always advised to run "sudo dpkg --configure -a", but if I do it does not work.

This is likely a duplicate of bug 99547. Could you please try to reproduce it, open a terminal and run the following command:
$ sudo depmod

Does it fails with a 'segmentation fault' ? If so you can try a workaround provided in the forementioned report.

$ sudo depmod does nit report any errors.
I have problems with the new kernel images linux-image-2.6.31-15-generic andlinux-image-2.6.31-16-generic. When I tried to reconfigure them usimg $ sudo dpkg --configure <#>, I got "Failed to run depmod". Is there a possibility to reinstall dpkg and depmod without damaging the system too much?

Then could you try the following:
# sudo depmod -av>depmod-av.log

and attach the file depmod-av.log. Thanks.

This error is most often due to a corrupted module. If you're still experiencing this bug you can try the workaround given at https://bugs.launchpad.net/ubuntu/+source/module-init-tools/+bug/99547/comments/19.
Anyway, I'm setting the status of this report back to New because there is no indication of a failure in the provided log file and how to recreate this bug.
