Bug Description
I downloaded and was installing kubuntu.
Time is 3 PM when I was installing.
Change the country to India.
The clock shows 830PM.
Now change the clock to 3 PM.
Now the system clock time gets changed to 930 AM.
My hardware clock is set to my local 3 PM IST (Indian Std Time). So I expect that the time shown on the clock and system time remains same.

I know it has been a while since you reported this bug, I hope I will be able to help you.
In contrast to Windows, Linux computers have their system clocks set to GMT time, and the OS takes care of calculating the local time based on your time-zone settings. I think it is possible to have your system clock set to local time, but you will need to change the OS settings as well.
Is there a specific reason for you to want to system clock set to local time? The only reason I can think of is that you have a dual boot machine with Windows installed as well. Is that the case?
