After this merge, tix binary picks up dependencies on libc6 and libx11-6 which it doesn't have right now (crazy, isn't it?)
Changes to debian/control are insignificant, but I let them be since we are already carrying a delta.

- debian/control: bumped Standards-Version to 3.8.3.
- debian/control: replaced ${Source-Version} by ${binary:Version} as
tix-dev's Depends to fix a lintian warning:
